The Kaiser Daily Health Policy Report discusses how the Markle Foundation released new guidelines for securing personal health records (PHR).  Microsoft, which figures prominently in the increasing use of online PHRs with its HealthVault system and Google, with Google Health, have both agreed to adopt the standards.
